Williamsport’s observance of the Fourth of July was quiet, rain curtailing many programs that been arranged for Sunday and spoiling outdoor picnics and parties. Monday, however, clear skies permitted the Faxon celebration and some events planned by other groups. Despite the refrain from traveling over the holiday weekend, trains and buses were jammed to capacity.
