Williamsport Sun: March 5, 1937 – Ambulance to be Available at All Hours

The ordinance containing seven rules the maintenance, operation and use of the newly acquired Williamsport Community Ambulance, was introduced in City Council this morning by Councilman Frank W. Henninger.

The bill was passed on the first reading following some discussion over the transportation of persons having communicable diseases.

It was finally decided to let rule six covering the use of such cases stand. The rule provides that for a contagious disease, the ambulance must be called by the Board of Health, or under its direction by the attending physician.

The ordinance also provided that the ambulance be available all hours free of charge to residents of the city and the territory contiguous. The bill stipulated that the city will not be liable for damages, accidents, injury or death to a person being transported.

The following rules are contained in the ordinance.
– When the ambulance is needed and called in case of accident by policeman, highway patrolman or responsible person at the scene for the accident.
– In accident cases, only such first aid to the injured as needed to a surgeon, physician or to the hospital.
– In emergency cases of serious nature, in an industrial plant, in a home, on the street, or elsewhere upon call by a responsible party.
– As a general rule, a call for the ambulance by the attending physician will be required in cases of sickness.
– In maternity cases, the ambulance will respond immediately to the call of the physician, husband or other responsible party.
– When the person is suffering from a contagious disease, the ambulance must be called by the Board of Health, or under the direction of the attending physician.
– The ambulance will remove patients from hospitals at the request of the hospital, the patient’s physician or the physician in charge.
